Steve Clapp is the founder and Managing Partner of White Wind Management LLC, bringing over 30 years of senior-level experience spanning OT/ICS cybersecurity, enterprise cloud architecture, network and systems engineering, and Intelligence Community (IC) operations. Since founding White Wind in 2014, Steve has served as lead architect and senior advisor on some of the nation's most consequential technology programs — and is now fully dedicated to White Wind client engagements.
For a national railroad company, Steve directed the enterprise cloud and network migration program through mid-2026 — leading the technical architecture of the integrated IT and OT vision, driving TSA Security Directive 1580/82 compliance activities, and running SAFe program-increment planning for critical-infrastructure protection initiatives.
For CIA and national security customers, Steve has provided engineering support in CONUS, OCONUS, and active-warzone environments. Hand-picked to support U.S. Government VIP special communications in high-visibility field missions, he has served as an independent honest-broker to senior CIA staff — and personally spearheaded a critical communications restoral in a warzone network center, instituting new cybersecurity measures and completing all taskings in half the expected timeframe.
Earlier in his career, Steve directed a $34M P&L portfolio of DNI and CIA collection systems at ASC, led a $25M network management program for the National Reconnaissance Office at BDM/Northrop Grumman, and held senior consulting and architecture roles at Booz Allen & Hamilton, Verizon Federal, and CMS Information Services — delivering enterprise programs for NGA, DoD, DOJ, SSA, NMCI, and large public-sector organizations.
Steve holds a B.S. in Information Systems Management from the University of Maryland.
